UGC Allows One-Year PG Courses in Online, ODL Mode

The University Grants Commission (UGC) has permitted eligible higher education institutions to offer one-year postgraduate (PG) programmes through Open and Distance Learning (ODL) and online mode under the National Education Policy (NEP) 2020. The move expands flexible learning opportunities for graduates with a four-year bachelor's degree with honours.

The University Grants Commission (UGC) has approved the introduction of one-year postgraduate (PG) programmes through Open and Distance Learning (ODL) and online mode, marking another step in implementing the National Education Policy (NEP) 2020. The new provision is aimed at expanding flexible higher education opportunities for students who have completed a four-year bachelor's degree with honours or honours with research, enabling them to pursue postgraduate education through digital and distance learning pathways.

Under the revised guidelines, only higher education institutions that are already recognised by the UGC to offer the corresponding two-year postgraduate programme through ODL or online mode will be eligible to launch the one-year version in the same discipline. Universities must also obtain approval from their statutory academic bodies before introducing the new programmes, ensuring compliance with UGC regulations and quality standards.

The decision replaces an earlier notification issued by the Commission and aligns the ODL and online education framework with the academic structure proposed under NEP 2020. The policy allows students completing a four-year undergraduate programme to pursue a one-year master's degree, providing greater academic flexibility and multiple pathways for higher education and lifelong learning.

The UGC said the initiative is intended to improve access to postgraduate education for working professionals, learners in remote locations, and students seeking flexible study options without compromising academic standards. The expansion of one-year online and distance PG programmes is expected to support continuous learning while increasing participation in higher education across the country.

The Commission clarified that institutions cannot introduce one-year postgraduate programmes in new disciplines unless they are already authorised to offer the equivalent two-year programme through ODL or online mode. Universities will also be required to comply with all existing UGC regulations governing curriculum design, learner support, assessment, and quality assurance for online and distance education.

The latest reform strengthens the implementation of NEP 2020 by providing greater flexibility in postgraduate education while encouraging wider adoption of digital learning. By enabling eligible universities to offer one-year PG programmes through online and ODL modes, the UGC aims to expand educational access, promote lifelong learning, and create more flexible academic pathways for students across India.
