Applications are invited from candidates for the Hoover Fellows Programme 2027 offered by the Hoover Institution of Stanford University. The Fellowship program is aimed at young scholars looking for opportunities to engage in advanced research in areas associated with public policy. The Hoover Fellows Fellowship provides the fellows with a 12-month base salary of $169,950 – $230,000, which roughly translates to ₹1.44 crore – ₹1.95 crore, alongside a yearly housing stipend of $20,000.

Candidates should have a PhD degree or a similar doctoral degree. In addition to this, candidates who will have completed their PhD program by September 1, 2027, can apply for the position. Candidates working in the areas of economics, history, international relations, national security, political science and public policy are eligible to apply.
One of the aspects that characterise the fellowship is its orientation toward research instead of classroom instruction. Hoover Fellows are supposed to write scholarly works which have policy implications and engage in intellectual activity at the institute. There is no requirement to teach, which gives fellows more time to engage in research.
The program also gives the fellows the opportunity to immerse themselves in the larger academic environment at Stanford University. The fellows are expected to engage with other researchers and academics at Stanford and participate in discussions pertaining to their disciplines. It is expected that this will aid the fellows in building an academic network while conducting research on public policy issues.
Several documents need to be provided by the applicants as part of the application process. These documents include a cover letter or a letter of interest, recent publications, working papers or draft chapters of books, CVs, and a research plan. It is to be noted that the research plan should not be more than two pages. Three letters of recommendation have to be provided.
The application process will be done online via the Hoover Institution. Application deadlines should be before 11:59 pm PT on November 17, 2026.

The programme offers financial resources, research time, and the opportunity to be involved in an important research and academic-policy environment for junior scholars. Without any teaching obligations, the programme allows the fellows to focus solely on the development of more policy-related research and publications.
The Hoover Fellows Program thus gives scholars a chance not only to advance their academic careers but also to interact with policy-research-related academics within the prestigious Stanford University. It is thus clear that due to the attractive package on offer, the program represents an important chance for qualifying PhD scholars.
