Assam Passes New Higher Education Council Act

The Assam Assembly passes the Assam State Higher Education Council Act, 2026, establishing a new apex body to improve governance, planning, quality assurance and policy coordination across universities and colleges.

The Assam Legislative Assembly has enacted the Assam State Higher Education Council (ASHEC) Act, 2026, which sets out an elaborate structure designed to enhance governance and planning for the higher education institutions within the state. The Act sets up the Assam State Higher Education Council (ASHEC) as the apex institution to coordinate the educational development of institutions.

The proposed council shall act as a mediating agency between the UGC, the state government, universities, and colleges according to Ranoj Pegu, who is the minister for education. The role of this council is believed to entail facilitating the implementation of policies, improving educational standards, performance monitoring, and increasing coordination among all higher education participants while ensuring university autonomy.

The SHEP or the State Higher Education Plan is one of the significant features that have been brought about by this new legislation in Assam. The plan would provide an overall strategy in ensuring that the process of development in higher education is well thought out. It would be used in guiding various decision-making processes as far as infrastructure expansion, allocation of resources; quality enhancement and promotion of research are concerned.

The Act has been developed as per the goals of the National Education Policy (NEP) 2020 that stresses on enhanced institutional coordination, efficient quality assurance measures, and academic flexibility. The government believes that the establishment of this council will contribute to the efficient administration of higher education by having an academic council separate from the Directorate of Higher Education that performs only administrative tasks.

This act also allows for the creation of a governance framework that includes both a General Council and an Executive Council, making sure that the newly formed organization is able to coordinate and implement higher education policies. This is achieved through consultation with universities and associated colleges in order to ensure that institutional efficiency is improved.

The passage of the Assam State Higher Education Council Act heralds a major step in the modernization of the higher education environment of the state.
