Karnataka, Jupiter Meta Draft Startup Policy Blueprint

The Government of Karnataka has partnered with Jupiter Meta to develop India’s first research-driven startup policy manifesto which will strengthen the state’s startup ecosystem.

The collaboration was formalized through a Memorandum of Understanding (MoU) which the Department of Information Technology and Biotechnology signed. The initiative seeks to gather structured insights from the startup community and use this data to guide future policy decisions.

The state intends to establish a more organized evidence-based policy development system which will use direct input from startup founders and investors and students to develop government strategies that match actual business needs and growth possibilities.

Jupiter Meta will use its autonomous research platform Hercules to gather feedback from more than 2000 stakeholders who operate within the startup ecosystem. The research will study important policy areas which include funding access and regulatory frameworks and talent retention and infrastructure needs of new startups.

The research aims to examine how entrepreneurs experience their business growth process while studying existing support systems for their needs.

 The government officials expect that these findings will enable them to develop better startup programs and new policies which will promote sustainable business growth and innovative development throughout the state.

Karnataka Minister Priyank Kharge for Electronics and IT/BT and Rural Development and Panchayat Raj confirmed that the program demonstrates a transition to evidence-based policymaking.

The government will develop better startup policies through direct contact with founders and investors and students according to his statement. The policy manifesto development process will enable startup founders and venture capitalists to participate through their partnership with the platform.

The partnership includes major data protection measures as one of its key elements. The research platform uses blockchain verification together with zero-knowledge proof technology to enable participants to exchange their findings while keeping their confidential business data secure.

The project will develop an open and accessible policy framework through its combination of research-based data and privacy-protecting technological solutions. The partnership between Karnataka and Jupiter Meta will create a research-based governance model which will elevate the state to become one of the top startup hubs in India.
